Timeline

Do the AR-11, do the online change of address, put the new address on the I-751 before you send it.  There's no downside to reporting a change of address more than once.  

 

And make sure you're not sending your package in right at 90 days.  There have been cases where someone has sent their package in 90 days before and USCIS has determined it was sent too early.  Wait a few days after the 90-day point before you send it.

If you send I-751  on February 10 or February 11, AR-11 not needed. 
 

Given USCIS messes up address changes, I would not send AR-11 this situation.

Correct me if I'm wrong but when you submit AR-11 online it will ask for active case number. If you don't have active case before you move then updating the address is mo point

With @Mike E..just wait till you move and put new adresss on I-751. No need for Ar-11

I have no example to give you of it ever happening.

 

I know that, in my wife's case, I purposely waited until 85 days before I sent her paperwork.  I had seen enough people "warning" to not send it in anywhere close to the 90-day point.

Honestly I think the warning about filing too early is for a few reasons:

  1. For the online N-400, we have seen at least one documented case of the issue of time-zones affecting the date it was received, so it's just safer to give it a day and avoid the possibility
  2. Some people simply do not calculate the 90 days correctly. Waiting a few days helps eliminate "human error", whether it's the N-400 or I-751
  3. I'm pretty sure I've seen at least a few I-751s over the years get sent back because it was received like 1 day early. I think this is usually either a symptom of #2 above, or because senders tried (and failed) to time the shipment to arrive exactly on day 90

 

As for OPs question, I agree that AR-11 is not necessary in this instance unless you end up unable to file around Feb. 10th as planned

The denials typically happen when people mistake 90 days as 3 months.

 

For example, 2 years is Sept 15 and people file June 15.  July and August are 31 day months, so they filed 2 days early (92 days). 

 

Another post I read is when someone purposely mailed it early with request to UPS/FedEx to deliver it at the 90 day date, but UPS/FedEx delivered it a day early.

You shouldn’t count it yourself 

you should use official calculator for form I-751.

I moved 4-5 times between states and every time I filled AR-11 10 days before moving( we have to do it every time, it doesn’t connect with form).

But USCIS continued to send me letters to my old address twice.

I got it because I made forward service from USPS. It’s really helped.
