Correction, that case involves an LPR petitioner spouse .who took a $1k payment and free housekeeping .but he is safe from deportation, though I doubt he will ever naturalize.

I doubt he loses a moment of sleep.  This is a crime that is nearly impossible to prosecute and prove.  Once tagged a crime the perp gets a lawyer, a jury and can say absolutely nothing while the government has to convince the entire jury beyond a doubt that a crime was committed, having never stepped foot in the couple’s house.

the example you gave is someone who organized a marriage fraud ring. As I mentioned in my initial post those are the people who we see prosecuted. But I’m talking about John from x country gets married to Mary from America solely for the purpose to eva immigration law. Mary is in on it, nobody organized it for them. They are friends from school maybe and John pays Mary $10,000 .  John gets denied for the benefit he filed for based on suspected immigration fraud and ultimately deported . Are they really going after Mary? I haven’t seen it. Though I have seen people ultimately deported due to marriage fraud but their US citizen partner in crime goes on like nothing happened. Likely the biggest punishment is they wouldn’t be able to petition for anyone. 

the October 2022 case that charged and convicted the mastermind of a group scheme also prosecuted the quility marriage partners/  different outcomes for individual cases as some USC's thought they were just on a dating site
