Family Reunification Program - CUBA

Hello!  So much has changed since my husband arrived from Cuba in 2015 and there has been a lot of talk regarding the Family Reunification Program for Cuban family members coming to this country. We are trying to bring my husbands mother and in 2017 she was denied a visa to visit. She was told she must wait another 5 years to apply which has now passed. Currently there is a Biombo or visa raffle that many Cuban citizens are applying to in Cuba. Is there anyone here that has current (within the last 3-6 months) experience with bring a relative via the family reunification program or any other legal means?  We are reluctant to apply for a visitor visa in fear that she may be denied again. My husband is a permanent resident and I am an U.S. citizen.  Thank you in advance to anyone who has information!

Why not apply for the family reunifcation and the humanitarian parole?

Humanitarian Parole would give her 2 years initially, opportunity to work and is both simple and quick.

Ohh and I am sure this varies by location but she would also be eligible for benefits

It is confusing because the first thing it states in many areas is that you cannot apply for CFRP until the NVC invites you do do so. What am I not understanding? Is there something that I need to do so that NVC puts my husbands mom (beneficiary) on the invite list?

THANK YOU VERY MUCH! Wow, this is excellent!  Do you recommend that I (the U.S. citizen) or my Cuban husband (U.S. permanent resident) petition for his mom?

Makes no difference

What is she looking to do longer term?

We want her to stay but in the course of her time in the US, she will have to confirm that choice.

She can apply for a GC after one year.

Good to know. I have saved the link to the USCIS page. I know this is a new process so maybe this is a stupid question but is there an estimated timeframe from submitting the I-134A to receiving authorization to travel to the US provided that no further evidence is needed? Does our beneficiary get thrown into the list of CFRPs that have applied prior to January 6, 2023?

Time lines seem pretty random, I have seen a week and others who have complained that they are still waiting.

Can you explain how she can be eligible for benefits if  USCIS page says the the sponsor has to be responsible for the duration of the stay? Granted I’ve been asking if after the change in status things change, but sounds like you’re saying from the very beginning they could apply for government assistance. Did I misunderstand something here?

This started with Ukraine and they are nearly a year ahead but I have seen people there mention various things they have been able to sign up for. It is going to vary by location I am sure. Certainly Healthcare but I have seen other things mentioned.

I had thought that there should be a section on VJ for all these HP Program cases as they have more in common with each other than the geographical area they come from.

The I 134 is meaningless, unlike the I 864 it is not enforceable, it is used for the K1 but not adjustment and sometime you see people submitting it for a B. For example many Consulates only give the I 134 a cursory glance for a K1. I 864 is a different matter.

Now why they use it here I do not know, I assume it was for show.
