How to delay once case at Manila (split)

Can you delay visa interview?
 
You may only schedule a new visa interview appointment if you missed your previously scheduled immigrant visa interview appointment. If you schedule a visa interview appointment before the date of your initial immigrant visa interview appointment or meet any of the conditions below, you will not be interviewed.
 
Keep in mind the queue is long for Philippines and u may be waiting (in your needed timeframe) just to get the interview 

Where does that one year rule come from, and what constitutes the termination of the year?  We filed at NVC in March 2022. We're not in a hurry and would prefer an interview in April 2023, so that we can go to the US in late September 2023, after our second anniversary. We just got an unrequested expedite and our case went to Manila January 9.  Does having an interview scheduled stop the one year clock you mentioned, or must the interview actually be conducted?  Thanks.

Yes, it does because you're done with NVC.  However, you can request to reschedule the interview for a later date.

I really think you will not have any problem at all accomplishing what you want.  The rule is one year with no contact.  The Embassy just got the case so you have a year until you are obligated to contact them.  Lately USEM has been asking expedite cases to self schedule interviews on https://cgifederal.secure.force.com/ once the case is "Ready".   If this is the case for you, and NVC or the Embassy does not schedule your interview, you can just wait to schedule the interview until you are ready.  If NVC or the Embassy does actually schedule you an interview you can just contact them and ask to cancel or reschedule.

  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.

Not cancel.  Reschedule.  Cancelling would be very bad.
