It can be paid either before traveling or after she enters the US.  The plastic Green Card will not be produced until the fee has been paid AND she has entered the US.  Most people pay before traveling to the US. I would pay it now as it will be produced immediately upon entry.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You will get a letter with instructions on how to pay. Also it has been my experience whether you pay before or after you come. It is not a guarantee that you will get green card fast. It takes from 2-6 months to get it

As in any product,  the sooner u pay for it,  the sooner u get it

 

As said above ,  entering the US triggers the green card to be processed but only if its paid for

meanwhile the visa is stamped at with the words :I 551 acts as green card for a year"
