Looks like you have filed a I 130 before so the same process.

Adult applicant on F1 visa can't file I-485 concurrently or soon after I-130 filing.  You should file I-130 asap, then your daughter may get a visa interview in her home country in around 8 years or so.

It takes 8 years for interview ?  Permanent resident sponsoring unmarried child over 21 I thought was like 4-5 yrs?

Not before I-130 PD is current.  Daughter is 23 years old.

Of course. Bur she does not have to do Consulate interview if she is here on a F1.

Has been about 8 years for those interviewing now, longer line so inevitably a longer wait for those filing now., it is currently sightly quicker for children of Permanent Residents and you can keep that category if you naturalise and that is still the case.

Check the visa bulletin.  Only F2B cases with I-130 filed on or before Sept 22, 2015 are getting visa interviews now -- https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2023/visa-bulletin-for-january-2023.html

Assuming she can find a way to remain in status the entire time.  Going to be tough to stay in status for 8 years while on F1 visa.
