If you are living in Hungary, you can file the petition directly to the US Embassy.

The U.S. Embassy in Budapest accepts petitions from U.S. citizens who are physically staying in Hungary. If the petition is executed at the Embassy, the consular officer may approve it. The fee for executing an I-130 petition is 185 USD.

This process is known as direct consulate filing, is quicker, and less expensive than filing at USCIS state side.

You can also look at the timelines here to give you an idea how long DCF takes, unfortunately only one person did a timeline for Hungary, and they did not post any useful data. You can look at all DCF cases at all consulates to get an idea the difference between DCF and normal IR1/CR1 filing through USCIS.
