We just submitted an expedite request based on humanitarian reasons for an F4 application that was made 7+ years ago.  Has anyone ever tried to expedite an F4 case?  I'm curious to hear others' experiences.

Visa number availability cannot be expedited.  You just have to wait.   Seems you are about half-way there.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

There are no expedites (for any reason) for visas that are not yet current, unfortunately.

I guess we will see what they say, then.  The agent submitted the expedite request and said we would know the result in 7 days.  I wonder why she didn't tell us that when we explained the situation.  She said it fell under a humanitarian request and submitted it for consideration.

A tier one accepted it?  You might get it expedited through the USCIS process, but it will wait at NVC until a visa number is available in 7 or 8 years (maybe).

I have seen a few people ask about expediting them, but I have never heard of anyone actually doing it.  Sorry, but  I just found this on Boundless:

 

"If a visa is not available, unfortunately there is nothing that the National Visa Center can do to expedite the petition. Immigrant visa processing is governed by the Immigration and Nationality Act of 1952, as amended, which controls availability of visas. There is no provision within the law that would allow the Department of State to issue a visa to someone for whom a visa is unavailable.”"

There is actually a chance that expediting at USCIS can hurt your sibling's case, if he/she has children close to aging out.  The longer a petition takes to process at USCIS, the more "age" allowance is given to the children.

Thank you.  It is my husband's sibling.  He has children (twins) who are 5 years old.  The matter is urgent, but perhaps there is nothing we can do.  We have tried and we will see what happens from here.

I wouldn't get your hopes up - there's no legal basis to approve the expedite even if USCIS approves it, the visa number is not available. 

If you haven't already, get the adult family member(s) ready to participate in diversity visa lottery come October/November.

Yes, they participate in the diversity lottery each year.  This wasn't a random "I'm feeling anxious and want this process to hurry up." and is actually a specific situation that falls under the humanitarian umbrella, but it seems that we cannot help.

If the I 130 has not been approved that can be expedited. Maybe that is what is being done.

There is Humanitarian Parole, the most common one here is Ukrainians, Afghans and Venezuelan
