Here is how you find your rep.

I assume you have a Joint Sponsor for the Immigration side, expediting is common, not an obvious case but you never know and it is free to apply and has no downside so why not try?

Sort of a chicken and egg situation, you need him here so you can work, and to get him here you need a joint sponsor.

First your congressman can not speed up the process

he/ she can only get the same info about your case (saying dq'd ) that u received

second how do u show u have the financial income to support the husband if u can not work?

He can work here on spouse visa when he comes and finds a job but u say u need him to care for the baby

joint sponsor?

Like boiler said, chicken and egg.  You say you make enough and you say you can't work.  Those statements cannot both be true.  Maybe you used to make enough, but in the present tense, you do not.  So, please clarify.

Are you on maternity leave?  If so, you are still employed and would qualify.  When your leave expires, you find childcare (pay for it like many working parents do) and go back to work.  You can try an expedite, but you have a very normal situation for a working parent, unless there's something else, you are not mentioning here.
