Is the NOA2 sent to both beneficiary.and petitioner?

I was wondering if USCIS sends the beneficiary the NOA2 once the I-130 is approved. I got mine as the petitioner. I was trying to see if the A-number is assigned at this time or not until the green card is issued.

It goes to the petitioner. Then when NVC has received the case they send the beneficiary a welcome letter with instructions for the next step   If i recall correctly there is an A number for the beneficiary on the NOA2

The only A number on the NOA2 I received was mine. My beneficiary (mom) didn't have one.

That's cool. My own journey started in 2009 and back then I knew what my A-number was because I got a NOA2 with it on there.

Been telling my mom that her copy should be on the way to her but it's been a month and she still has not received hers. But I didn't know that for sure since it has been a while.

Filling out the I-864 for her...just didn't know at what point/where in the process she knows what her A number is and where we can locate it (if it is even issued before the GC)

No, the USCIS does send the NOA2 to the beneficiary in the Philippines.
