Yes.  If he isn’t inside the USA before you arrive on your immigration visa, you legally cannot be admitted on your visa. All financial sponsors of an immigrant must be physically present in the USA the moment  before the immigrant enters the USA.   

Please can you throw more light on the above. We are parents of US citizen entering the US with IR5 visa. Our Citizen daughter is in the US active duty Army stationed in Germany. Even right there in the Germany Military base, her address is USA address. She will not be able to travel with us because of official duties. She has signed a lease for a house that we will be staying in USA. We also have a lot of relatives in the State. Must she be physically present when we are entering US? Thanks for your help.

Her deployment abroad in service of our country  counts as U.S. presence.

You should say your sponsor is a U.S. citizen deployed overseas in the U.S. armed forces.
