Rejection of Green card application

I am currently in US on H1B visa. I applied for adjustment of status. I received a rejection notice today form I797 C which says " Based on the information you provided,your priority date could not be established. Please resubmit your application with the proper documentation to the address listed below."

What does this mean? Do I have to set a priority date? Appreciate your input

They are looking for the I-140 .

At a Glance: In the US, H1B visa holders may apply to have their status adjusted to a green card. To apply for an adjustment of status to a green card, H1B visa holders must apply for a PERM Labor Certificate, submit an I-140, and submit an I-485

On what basis are you adjusting status?  

"The US immigration process requires a great deal of knowledge, planning, time, patience, and a significant amount of money.  It is quite a journey!"

Senior Master Sergeant, US Air Force- Retired (after 20+ years)- Missile Systems Maintenance & Titan 2 ICBM Launch Crew Duty (200+ Alert tours)

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yep, this is why the AOS/I485 was rejected.  She needs to file the I130, it can be done online, then resubmit the I485 with a copy of the I130 receipt/NOA.
