Unfortunately I got carjacked and I was a victim of this crime. I’m finally beginning to process everything I went thru. The state of IL offers this program to eligible people. I was referred to this by law enforcement. If I do decide to apply for this incentive, would this affect my I-130 application? I just petition for my wife and I’m a U.S. Citizen.

This has no bearing on your case.

Move to Texas.  Special law for carjackers down here LOL.  The state has issued us hunting licenses.

What exactly do they offer? A bit confused….

I don't see it as relevant.  What's the definition of "eligible people"?  What's the incentive or benefit and its purpose.

Facts are cheap...knowing how to use them is precious...
