I-539 extended tourist visa - online payment

My question is because they say on the same text about credit and debit card:

  • Process transactions using a checking account. The checking account information (routing and account number) must be from a financial institution located in the United States; or
  • Process transactions using a debit card from a financial institution located in the United States.

While I totally agree and support using credit cards where possible, OP is on tourist visa and may not have established US credit history.

Why would someone need to have established US credit history to used a credit card while on vacation here?   Tourists use credit cards from home while traveling all the time.

I was under impression they're asking for a debit or credit card issued by a US based financial institution. OP can correct me as I haven't seen instructions.

That’s the point. 
The credit card need to be from an American bank. 
I am here as a tourist and my credit card is from a bank outside of America. 
My option would be a debit card, however I am not sure that I can use it in the process.

If you have a debit card from a US institution, you should try it as the instructions you posted suggest it's accepted.

 

If you don't have a debit or credit card from a US bank, you could theoretically still try charging your foreign VISA / Mastercard credit card. Beware, of course, it might be a pricey experiment. Your foreign bank may charge foreign transaction fees etc. Obviously, if you have a friend / family member who can pay with US issued card, you could ask them. Can always pay back in cash.
