HR reluctant to accept my visa on passport (temporary I-551 stamp) as proof or Permanent Residence

I am not sure what they mean by "bring in your petition for permanent residence" (I just asked them).   I also politely shared with them the USCIS links that say that: “Foreign passport containing a Form I-551 stamp or Form I-551 printed notation” is an I-9 acceptable document for employment. 


I just hope they come to terms with it.  The reason why is because I definitely I do not have "a valid Driver's license or ID card issued by the state" as a List B document, and all I would have for List C is a SSN card (which I am not sure if it is the same as " A Social Security Account Number card”).

Ugh, what a headache.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Thank you all again. And you're right, @powerpuff. I will try to apply for a state ID today. I just didn't need a car until now, so that is why I do not have it.
So, HR got back to me:

"[...] First question was about the petition, when you get an offer for a position you will need to bring a document that states that you have applied to become a permanent resident and or something that says they will be sending you your green card. If you have your green card before you get approved to work, just bring that."

Do we have any any document (see bold part) of that kind? I don't remember having / receiving anything like that, so I am wondering what to bring them now.

You're already a permanent resident. The endorsed visa on your passport is a green card! Just a temporary one until the plastic one arrives. And it's listed as an A document on the I-9 form. Show the HR people the I-9 instructions as I mentioned above.

Thank you, @jostermacedoand @powerpuff.   I am quite mad and frustrated. I did share with them the USCIS links saying that the visa with the I-551 stamp is a valid acceptable document, but they just sent me this again:

 

"I understand what you are saying about the passport, however like I mentioned before our office will need some document stating that you are obtaining a green card. The passport will not work for this. If you need further assistance, I can have my supervisor reach out in the New Year."

 

I am clueless on what else to say / do, because they are clearly reluctant to accept "only" documents from List B and C (or A, for that matter, as I am seeing), they need that document stating that I'll be obtaining a green card.... And, as far as I know, that does not exist or I do not have one for me.

I don't know what additional advice to give you. The official documents are clear as they show as a valid A document what you gave them. It seems talking to these HR people is like playing chess with a pigeon. They are not going to learn the rules of the game.

Well it's not just the passport you're showing them - it's the immigrant visa in the passport that has been stamped and turns into the temporary green card for 1 year. No ifs ands or buts. If they're that dense to not comprehend it, offer to do a conference call with DHS and DOL with them on I-9 rules missapplication pls you could work an equal employment opportunity claim that they're using your immigrant background and not giving you a job. 

 

I'd do I-9 form and highlight what you're choosing to provide - unrestricted SSN and DL or ID is the best option. Then highlight they don't get to tell you what they'll accept as proof.

As people said, sounds like HR has no clue what they are doing.
Perhaps they'd be satisfied with a screenshot of the USCIS status from paying your immigrant visa fee? (It's a new case number, you received it in the payment confirmation)

It should not count as official but with how dense they seem to be, maybe that'll satisfy them regardless?

Last time I am going to say this and then I am out of this thread: HR can not  legally require you produce a green card or evidence that you will get a green card.  
 

You need to start telling HR what you will do and versus letting them tell you what to do.  They have no control here.  They might imagine they have control.  
 

Every day they delay your employment is going to cost them money.

just tell them the next correspondence will be from an attorney for their education and that since their HR department is unable to read simple documents and requirements you will be looking for employment elsewhere.
