Ceac website issues

I’m uploading all the required documentation, I'm still missing one civil document that will be ready tomorrow, but I tried to go to the affidavit of support part and it's not working, anytime that y press the incomplete button of the affidavit part to upload it the system takes me to the civil documents. 
does anyone knows why is this happening? is this a glitch or something? I added a joint sponsor and its the same, it's not letting me upload any documents, it keeps sending me to the part of the civil document. 

Do I need to complete one part to be able to access the other one?
