No Update Since Greencard Interview - 4 months now

I had the green card interview in the end of June 2022, was told to expect the card within 3 weeks.
Happily came home and waited for the status to got updated. Nothing happened since then. The online status is still "Interview was scheduled" till now. 
One time I got to talk to USCIS service representative, she says USCIS has to make a decision within 120 business days so I can call back after 120 days.
I marked the 120 business day deadline on my calendar and called back today.
This time the representative says there is no 120 day rule, I will have to wait for 16 months until I can schedule a info pass.
Thanks in advance for any advice!

When an ISO tells you in a meeting you've been approved, the best way to test that is to slide your passport across the table and say: "thanks, please put an I-551 stamp in here".

 

Did you leave the interview with any paperwork from the ISO?
