Your visa category is CR1/IR1, right?  If so, contact the consulate.  Seems like your IL is overdue if your DQ was in July 2021.  Check the thread below --

Then it seems you still have to wait around 6 months or so, assuming Mumbai retains the same pace in working through their CR1/IR1 case backlog.
