And they don’t want that CO to conduct the interview.

I think telling an ambassadors and their staff how to do their jobs is a losing proposition

From  your post history, I gather:

* your father served in the Afghanistan military

* the embassy is in Turkey.

It doesn’t surprise me he is getting more scrutiny, and it doesn’t surprise me that a CO with specific expertise oh whatever issue the embassy is concerned with is deemed to be required.

true but the officer at there interview didnt bring any of that up really, and at the end, they needed originals of his and my mothers marriage certificate, officer said no worry just mail that to us with passport so we can issue visa, so why all this confusion about another interview and all?

Because by failing to bring the original documents to the first interview, more scrutiny was brought to the case.  The same pair or a different pair of eyes, when processing the RFE, saw something that wasn’t seen before.

If I had a dollar each time I’ve read about a CO or ISO say verbally “your case is approved” or “case is approved after you do this”, and then it turns out that was not true, I’d have enough cash to drink grande cappuccinos from Starbucks all week.

Nothing is approved until you walk out with a visa stamped.

got it thanks, question, should we fill out the Supplemental Questions for Visa Applicants - DS-5535  right away and email that to them, we received this via email, also, the interview doesnt say what to bring it just says bring a translator who knows english, so fact that they havent advised what father should bring to this second interview is throwing me off

Follow all instructions exactly. Return required documents and forms as quickly as possible. Be accurate and carefully read everything multiple times. If there is nothing stated to bring to the interview follow that. You cant second guess. You cant fight the system unless you want guaranteed denial

They want the beneficiary .. your father.. to provide an original document that just happens to involve you .. this is about your father not you directly .. as i said before.. if its faster to send it direct to the consulate..  rather than send it to him to forward to the consulate.. then do so. BUT follow the directions he received for mailing address, identifying the case number, beneficiary etc  as advised by  the consulate  .. or it will end up in the “orphan” document bin as no one will know what it belongs to .. wasted  time and effort and will have to be resent

so my parents had there interview and it went great only thing is the officer kindly told them to get originals of a few documents and to mail them back to the embassy via Mail as they lived a bit far.

but a few hours later, email was received saying that only my father had to come in for a re-interview in like 6 days and also, for both parents to email this form back to the embassy: Supplemental Questions for Visa Applicants - DS-5535 .

I would recommend that you use an express delivery service like FedEx or DHL to get the requested original documents to the embassy, from both your parents and you, so that the documents arrive before the second interview in 6 days.  Include a photocopy of the originals as well.  Hopefully your father will get the originals back at the interview.  If the requested documents do not arrive until after his interview, it could delay a decision even more.  Your father should email the completed DS-5535 as soon as possible, today if he can.  For many, a DS-5535 request leads to a long, extended administrative processing, so be prepared for that and hope for the best.  Find a qualified translator for the interview.  Good luck!

An important lesson I have learned during my immigration process is that in order to be successful you just have to carefully read instructions, follow them exactly, and just do as you are told. Don't waste time wondering why they are asking for documents or a second interview or a translator. Don't bother trying to call the consulate to ask why a second interview is requested. They have reasons to ask what they are asking, and they likely will not share with you what those reasons are. Just follow the instructions.

What do you mean they haven’t advised him.

DS-5535

Marriage certificate (which is on the list he got for things to bring anyway, he appears to have disregarded it)

Something from you.  What is it?  Support affidavit?  Thats on the interview list too

Someone who can translate for him

You left out that huge detail in your story, lol.   Do some research.   This is extra security and betting because of his background, and likely will take many months or more.

last question, it says you can bring a sworn translator who has been certified by a Turkish Notary Public on the day of your interview. so the person who is translating for him must get a notary, can a bank or something get that for him? if someone can clarify how to get notary for translation service

That wasn’t a question.  Every embassy says that you can bring a translator if you wish.  That does not mean a translator is required.
