Is it legal to photo copy of your USA naturalization certificate?

Timeline

I understand that Colombia Embassy is asking for photocopies of us certificate of naturalization during the embassy meeting now… BUT my certificate says “it is punishable by US law to copy, print or photograph the certificate” does any body know if the rules have changed from the early 80’s to now? Please help!

You do not need to obtain a Certified True Copy if the U.S. government asks for a copy of your certificate for official U.S. government business

 

US embassy is offical US government business

My certificate, issued in 2018, does not say that.  
 

I keep physical and electronic copies. I needed to mail a physical copy to register to vote. I would have done so even if my certificate said it was illegal. 
 

I was also required to make a physical copy to submit with my original for my passport application. Had I not done so, the passport agency would have kept my original.  
 

It is unthinkable for me to not have an electronic copy of mine with me at all times.  I earned it.  
 

A naturalization certificate is also a valid I-9 document. And thus it is legal to make a copy of it.
