Should we make an appointment at the embassy

My uncle's petition has been DQ'd since April 2021, up until now we still have not received any notice of any updates such as interview date. We have contacted NVC many times and we get the same response, COVID and staff shortage. My mom, my stepdad and my grandma (who is my uncle's petitioner, a green card holder) will travel to the Philippines to spend Christmas with him. Should they make an appointment at the embassy there while visiting? What's the best way to approach this?  We just don't know if we should make an appointment or just keep on waiting. I feel like his case got put in the back burner and need a nudge. Any input will be greatly appreciated.

What visa category?  What is his priority date?  Is a visa number available for his priority date?

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

yes we regularly check the visa bulletin and it has been stuck at that october 2011 date for almost a year now. 

my parents, along with my grandma who is the petitioner for my uncle will be arriving to the Philippines in the next week and they will be there for about a month. will it be beneficial if we make an appointment at the embassy in the Philippines to follow up on his status?

I don't see any benefit in doing so. Nothing can be done until a visa number is available.

Not just K.  All categories are that are legally defined as immediate relatives of US citizens can be scheduled appointments because there are no annual numerical limits of numbers of those visas.  
 

Because your grandmother is a green card holder,  your uncle is not an immediate relative of his U.S. citizen petitioner.  Even she was a U.S. citizen, assuming he is older than age 21, he would  legally not be an immediate relative of a U.S. citizen petitioner.

Your GC relatives being in the country doesn't confer nor add any benefit nor pass to your uncle. 

 

His visa isn't current. Just relax 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

When a visa number becomes available for this person, NVC will forward the petition to consulate.   Very very long wait times for Philippines.

yes almost 12 years now. when we got DQ'd , we thought it would move along but it has been over a year since we got DQ'd. What's the normal wait time? since NVC bulletin isn't updating, there is nothing for us to go by with.

Again, there is nothing to do but wait until your uncle's F2B case Priority Date becomes current on Table A of the visa bulletin.  No one here can predict with certainty when that will happen.  Calling the embassy, making an appointment, contacting anyone in the US government -- none of those will do anything to make the visa bulletin "move".

This is going to be a hard comment for you to read.  I am sorry.  
 

There is a two year gap between the filing date and final action date for F2B Philippines.  It is strange and unfortunate the state department has such a large gap since it leads to high expectations and raises false hopes in cases like your uncle’s.

F2B Philippines was August 2011 in December 2020.  
 

So roughly the date moves 2 months every 24 months of real time.  
 

March 2012 minus October 2011 is 5 months.  
 

5/2 * 24 = 60 months or 5 more years.  
 

This is a guess based on past performance.  

I will say that some categories in the  visa bulletin  make sudden progressions. Some categories  also make sudden retrogressions.  
 

I wish USCIS and DoS told everyone waiting each month how many people are ahead of them in line.
