Correct, but one of the recent horror stories was withdrawing too early and then changing their mind.  Too late.  Be sure first.  There's time.

Thank you she has to be sure first first

I will see what he does . He has to come me to get the green card anyway. Like,  I told my family .  About time  he makes any moves I be where I want to be in my life anyway . I do feel like running from it but he has basically got free (removed for tos violation), hotel and transportation costs . I also know he disabled not sure if he even be back to the guy he was . He needs to go to her and close that door but I guess she more important this his future . I think once he gets the divorce paperwork . He get it but it will be over by then . I’m going let him hang hisself . These African men think the are head even if they aren’t providing. He may not want go to her he thinks he the man and he doesn’t have to part of their culture but if I don’t get the peace and closure needed . He won’t make to the interview or if he does I email them the women information so they can check . It’s their Job anyway and I just make it easier for them . He did try call her but she hung  up . I will get the interview date and contact the people in Senegal . I will take my time but  I was thinking what someone said he may trying to bring her over not on my back . I’m talking to army recruiter now . I’m not taking him on my journey if he can’t listen or do what he told . He just really immature hasn’t had nothing of his own probably acts like he 17 years old . These people are behind and think they are smart . I always went in suspecting it was a scam but that second visit made it more real . Not sure why anyone would be talking to people with a visa pending .

Umm, you're on the path to be on the hook for him for the rest of your life. No, he doesn't have to come to you to get the green card - if you don't pull I-864 and I-130 BEFORE his interview he'll get his immigrant visa. He doesn't need you to get to the US and have green card sent to a different address. Guess what, you're still on the hook with government for I-864 and with the second bolded sentence - he looks like he'll be availing himself of any available resource possible.

So put on some big girl pants, and get over it and don't allow yourself to be dragged into something you won't ever be able to come out of military service or not. He wants to be with the local lady in Gambia, let him be - file for divorce.

You don’t know if he wants to marry that women . You don’t even know my husband . He does need to come to me . The greencard is coming to my house no where else . I’m not going be on the hook for long once he gets citizenship . I’m no longer on the hook . You put on your big girl underwear o Mine have been up . It’s my life and choice . I just came to see what you guys would say . I’m going take the advice and see what he does . I doubt he wants her . She ain’t got anything to offer him lol . It’s about me and my respect and that all . I read the conversation. The only thing he messed on was that statement and tell him he love her. She a family friend anyway but I appreciate your feedback but I won’t be taking it lol

Please allow me to make this perfectly clear.  No one is saying you must withdraw your case immediately.  That is a decision only you can make.  However, once the visa is issued, it's too late, and he can travel to the US.  and you will be obligated under the I-864.

Your choice....and your consequences.

This is not correct. He will get a stamp in his passport which serves as green card.

He can then order a replacement by filing I-90 if he doesn't receive physical green card.

You cannot withdhold his green card, it's unlawful. It's not your property.

If he ever wants to naturalize. He may choose to stay green card holder. If he wants to naturalize, it'll likely be under 5 year rule, since proving bonafide marriage may be tricky in his situation.

Good luck with your choice, also make sure USCIS doesn't see fraud in helping him get here.

It’s the 5 year rule correct . We see what happen . It’s in his court . If they deny him . I won’t waste no more time on this . Thank you . If he doesn’t my house . I will just report it to them not sure . He doesn’t know how to do all this yet . He barely knows how to use a compound. Your jumping the gun

We'll they can accuse you of fraud too. And that can be a huge fine and even jail time if I remember correctly.
