The best case scenario USCIS will just toss them.

The worst case scenario if they want to follow through, it will take somebody at service center extra time to deal with it. Imagine a new employee there not knowing what to do with photos and having to ask their busy boss. Few hours / days of delay + few hours of work.

If you can do the leg work for USCIS, just do it. Don't assume anybody at USCIS will put in extra effort for you, they don't care at all. It's your case in the end of the day.

who are they scanning this to?

OP is you. Anybody starting a thread on a forum is an OP, e.g. original poster

i have them all printed and put in a plastic ziploc bag that is labeled with a number, date, our names, etc. then in my cover letter write out each photo description of people etc. but i guess i can put them in a word doc.

USCIS has digital system in place. Every document you submit is scanned. If you later have an interview at local office, or when you apply for naturalization, immigration officer may look at scans of your papers on their computer.

OP = original poster. In this case, @Rearviewmirror

I always recommend putting photos in a Word doc with captions like @Rocio0010 mentioned since it is easier to USCIS to deal with but it's a judgment call.

They are scanning it into their internal system. USCIS keeps electronic files, regardless of if a filing is paper (mailed).

So it sounds like 4x6 photos are fine, but probably not preferred.
