Affidavit of support I-864

Hello  guys, my friend did an interview in the embassy. He had a sponsor and completed  I-864 since his mom the  (petitioner ) doest work . They requested two things a complete I 864 and a letter of explanation why petitioner didnt file taxes. What do they mean by completed I- 864 and what a letter of explanation  should include?

His mother has to do an I 864 is she not petitioning him?

The mother is still the primary sponsor, and as such, she needs to provide a completed I-864.   If she was not required to file US taxes, she needs to write a letter explaining this.

Doesn’t matter.   She’s still the primary sponsor.

Mother is the sponsor she is using a joint sponsor as she does not meet the financial requirements

Yes, the petitioner has to fill out their own I864 as the primary sponsor, and the joint sponsor fills out a separate I864.

The 'another' sponsor is a joint sponsor who is secondary. Mom is the petitioner and the primary sponsor. So mom has to supply a completed I-864 affidavit of support too.
