Rescheduling my interview

I got DQ'd yesterday, Nov. 29, 2022. But, something urgent came up and I need to stay in my country for some more time (uncertain how long, but maybe months: 5-6 months).

How far can I push my interview back?

"There is no fee to change an appointment and visa application fees are valid for one year in the country where the fee was paid." - U.S. Embassy Website, Philippines
 

My questions are:

1. If I understand this correctly, I can push my interview back to a maximum of a year from when the fees were paid, correct?

2. When can I reschedule? I haven't received an appointment letter yet, so I'm not sure if I'm even eligible to reschedule. Do I have to wait for my appointment / interview letter before rescheduling?
