N-400 interview timelines

Timeline

Hi,

We filed N400 for my mother.  It is most likely to be at Greer,SC. 

https://egov.uscis.gov/processing-times/  shows it as 16.5 months. Does it really take 16 months for interviews.

Is it Covid backlog skewing the averages

I had the same for mine, up to 14 months. But it was just under 8 months for my interview.
