Medical RFE Question

Hello all, 

 

You all have helped me before when I was going through my Removal of Condition and my US Citizenship. After my experience with USCIS and being done, I turned around to AOS of my parents. We have filed all the applications for their AOS back in Feb 2022. Both of my parents received their EDA cards in early August and finally couple days ago they have received RFE for their medical forms. NOA says that USCIS needs their medical forms to make a decision on their case. The lawyers wants to charge my parents $500 + 10% for shipping supplies (they already charged my parents $9000 for both applications [the only reason why they used a lawyer is because they have been in US for 20 years without legal status and they didn't want to mess their case up so thats the reason why they went with a lawyer and paid that kind of a money]) to mail the forms. I think I can do it myself as its only an envelope with the forms insides and as well as RFE notice.

 

Anyone thinks that I need to add a cover letter to the RFE or just RFE notice and medical forms are enough?

 

The notice states, "You must either mail the requested information to the address shown below or scan and upload your response using your USCIS online account (if applicable). You must submit the requested information by Feb 9th, 2023, to attention of Officer [NAME] located at [specific floor] Adjustment of Status Unit. 

 

Also, last Friday they received letters stating that their I-130 has been approved and their lawyer said that this is "Great News". I'm trying to understand why is that a great news, as the letter just establishes a legal relationship between petitioner and the beneficiaries. 

 

This place always been great to me and there are many people on here who have a lot of knowledge, so thanks for the advice in advance.
