No Tax Transcript to submit. Is 1040 + proof of current income enough?

If it's everything I said to include, it's enough, but that's more than a 1040.  The foreign exclusion is a "schedule" in addition to the 1040.

Would you happen to know if they check to see that tax returns were received? I am in the situation currently where I submitted my 2021 tax return from abroad and the IRS claims to have not received a tax return despite tracking showing it was delivered to the right place. I've submitted the full tax return + tracking receipt to the NVC and I'm a bit concerned that they're going to try to verify this, see that IRS hasn't received it, and cause me issues.

Unfortunately I do not have the answer to your question, but I would shoot my shot and submit them to the NVC anyway.

My understanding is that there is no communication  of info from the IRS to USCIS  But you are likely to get an RFE for your tax transcript.. so you need to sort out  the tax return filing

Thanks for the info. Why do you think they'd want the tax transcript if I submitted the complete tax return? I thought it was one or the other.

You need to involve your congressman or senator’s help with IRS to verify receipt/processing of your tax return.

Because they can. Its at their discretion and we have been seeing more and more RFE if the tax return is sent rather than the transcript.. despite their own instructions

I see... And then once they ask for new evidence it's back in the 45 day queue, right?

Not necessarily no. Most get looked at quickly after the response. .
