Today I chatted with the live agent through Emma chat. I asked about a service request I submitted 17 days ago. I was told to wait 30 days. This makes sense. Then I asked what to do if I don't get a response within the 30 days to which I was told that I have to let it happen 3 times before they can escalate to Tier 2 officer... Got that?? You have to keep submitting SRs 3 times, they can ignore it and then they will think about Tier 2 officer. This is a joke...

I have a pending I-751 application which is out of the normal processing timeline by 3+ months.

I wouldn't even believe anything that's said in that chat.

By the time you submit the 3rd request, your case can be naturally reviewed / approved, without any connection to service requests.

Do you know if your case is special or everybody else in the queue who filed around same time are also waiting?

What makes you say that? Just curious, not that I am suprised.

Nothing is official unless sent to you by mail from USCIS with names, dates and statement in writing. No phone calls / chats can be trusted for that reason. USCIS tier 1 officers receive many, many calls every day. To the point that helping you is not priority, but answering as many calls / chats is. And the shorter the call or chat conversation is, the better. All they do is demotivate people, so the queue gets shorter and they can report how many queries they answered in record time.

Some examples:

You can search for "Tier 1 officer", "Tier 2 officer" and read people's experiences for yourself.

Waiver cases usually take longer than jointly filed I-751 petitions. No wonder why your case is out of processing times.

Is the logic behind it that the reviewing officer is lazy to look for more complicated cases and just puts off the work?

More digging required. More experienced IO required. USCIS need to review the whole immigration history of applicant with a magnifying glass, making sure the marriage was valid and wasn't fraud. They may reach out to US citizen ex-spouse, this also takes time.

That makes sense.

Since you have a waiver case you can't go by processing times of the original assigned service center because your LFO is also included for an interview unfortunately.

The local field office where they conduct the interviews if needed.

There is a simple reason for the delay in ROC and that is because those with any authority to get these cases moving don't really care. The joke is that they make such a big deal about submitting current information at the time of filing but with the long delays by the time you get an interview none of the information is current. The other joke is that no one in authority will acknowledge the absurdity of it all.
