I chatted with a number of live agents on Emma Live chat and all have told me the interview was waived 09/28/22

Interesting.  I wonder why no Green Card has been issued.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I have no idea either. I was told by a few of the agents that it's  NBC who recommends the interview be waived but it's the FO that ultimately decides. The fact that my case is still sitting at NBC is extremely frustrating 17 months later I've not even received a RFE .

@How Odd have you checked similar neighboring cases in a tracker app such as CaseTrack for Android? Have those cases been approved or they're still undecided too?

I have checked and it seems sort of random, I only noticed one case who's receipt number was remotely close to mine.  But I am seeing a bunch of  2022 cases being approved.

OK, what I mean is, there are tools to check 500+ cases close to yours and they're statuses. You can filter cases by type, e.g. I-485 or I-130 and see what happened to cases similar to yours. I am not taking about Visa Journey timelines.

Yes I know what you mean, I check Hilites USCIS everyday and that is where I saw one case that was close to mine.

Our answers will not be any different than last time you asked.

Again, I’ve not seen someone be notified that their interview was waived and not get the GC right after that.

Current processing times are easily found on the USCIS.gov site.   You can check by form and by service center/NBC.

There are a lot of people on r/USCIS on Reddit that say the chat agent told them their interview was waived well before (months) a decision is made. I'm not sure I really trust anything that the contractors in Emma are saying.

OP, I think it's 24 months total. Anecdotally, lots of August/September 2021 cases are being decided right now, obviously this is FO dependent. Also, please fill out your timeline.

Reached out to our local congressman to inquire why our case is taking so long . This was the reply from USCIS

"Both petitions are still at NBC , they qualify for an interview waiver, which means they may not be adjudicated at the local field office,  they are just waiting for a filed office to have the bandwidth to adjudicate them"

It's already been 17.5 months, what exactly does this mean ??

It means they are in the queue.  May not require an in person interview but waiting  for them to be able to be forwarded to a field office to be processed. The delay is the number of petitions ahead of yours in the queue .. read “ long checkout lines”
