Can someone tell me what this means?

I submitted all parole paper work to bring my sister from Cuba. It was approved and sent to NVC in 2015. I check status every year and this morning when I checked status it said this:

"Please be advised that the case that you have attempted to access is not eligible for further processing by the National Visa Center at this time. Please contact the National Visa Center if you believe that you have received this message in error"

Does anyone know what this means???

It means that a visa is not yet available for her.  Sibling is a numerically-limited category that takes 15-20 years.
