Birth Certificate Question - There are 2 versions provided

In Sri Lanka, you get the birth certificate from the Registrar General (also confirmed from the State.gov site).

The problem is, when you get them, it gives you the option of whether you also want the English translation. Both the Sinhala (official language) and English versions are done by the Registrar General and they both have the ink stamp. The English version has an additional stamp stating it is a translation.

Do I only need to upload the English version or should I upload both Sinhala and English version?

You need to upload both.

I highly advise  you to download the PDF instructions for the I-130 and then become an A-Student of them.  It will inform you of the things you would not think to ask, and the question you DID ask.
