I assume you are a USC?

If so-

Separate I-130 petitions for each person.

Your sister cannot get greencard at the same time as parents. It will take your sister 15+ years to get a visa.

It's not hard to complete the forms if you the instructions and forms carefully.

That is why my concern because a lawyer told me that my sister is under 21 and she is living with my parents they can’t left her alone, so automatically she get the visa too, that is why I’m concerned and I would like to hear more opinions thanks for your response

Fire your lawyer because he/she has no understanding of immigration laws. There are no derivative beneficiaries for immediate relatives of USC. Your parents will have visa numbers immediately available to them. Your sister wouldn't and she will have to wait 15+ years for a visa number to be available. Check visa bulletin below:

https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2023/visa-bulletin-for-november-2022.html

Also, if they can't leave her alone then a parent or both will have to stay behind, unfortunately.

Only applicable to family preference categories in the visa bulletin. Family preference category in the visa bulletin does not apply to immediate relatives such as parents or spouses or children(under 21) of USC.

So example since the visa bulletin applies to your sister, if she were to have a child, that child can come along with her under F4 category.

But your sister cannot come with your parents because the visa bulletin is not applicable to your parents.

Thank you so much for your response. So I think I have to apply for my parents and then they can apply for my sister.

Yes; a good strategy. When your parents became LPR one can file for your sister. Now, your sister is already 17 so a very tight timeline to get her in F2A category. Your goal is to get your parents to file for her under F2A category and not F2B. However, F2B is still better than F4 category.

What's the country?

Oh okay the country is Mexico, and I have other brother he is 32 and he is married so for that is necessary that later my parents become citizens and then they need to apply for him and four his wife and their children?? In the same form or need to be separated forms?

For Mexico and for your sister, F2A is current but F2B wait is 21+ years. Again, extremely tight timeline to get her into F2A as she might age out.

For brother, not necessary for parents to file for him. You should file for him yourself. His spouse and children (Under 21) will be derivatives under his petition. He will fall under F4 category.  But brother has to wait 22+ years.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
