CR-1, I-130 approved, at NVC stage, have a few questions

My (petitioner) I-130 for CR-1 for my wife (beneficiary) got approved and it is at the NVC stage. I got an email asking me to login and fill out the documents.

I apologize in advance in case some of these questions seem very obvious.

I have a few questions:

1) Can my wife get the police certificate now? It looks like it's valid for 1 year.

1) How many pay stubs do I need to provide? I think I read here that they only care about "current" income  but I saw in some threads, they need at least 3 past tax returns. I will be downloading the tax transcripts from IRS.

2) Do I need an employer letter stating current position? We use an employment management system which has my profile with Job Title and Salary, will that suffice?

3) Can I (petitioner) fill out the DS-261 and DS-260 forms on behalf of the beneficiary (wife)?

4) Have you ever been refused a US Visa, admission to US, or withdrawn application for admission at port of entry?

My previous I-129f for my wife (girlfriend then) was denied because of failing to meet the 2 year meeting requirement exception. Should I answer NO to this question?

5) Regarding "Social Security Number" questions, should I just say NO to all of them? There is one "Do you want SSA to issue a SSN and a card?"....I guess I should say NO to that too?

6) Preparer of application: Did anyone assist you in filling out this application?
Should I answer YES and enter my details? Should I click the "Sign and Submit application" button or should my wife (beneficiary) do this?

Yes.  If processing of visa took longer than a year and beneficiary is in that country she is getting PC from, she needs refresh document.

If you have last 3 tax years and last year's W2, that is sufficient.  Check also the requirements of the Embassy where your beneficiary is interviewing.

Yes.  What we did was, I, petitioner, filled it up.  He is watching (shared screen) on some.  On the signature part, I let him login (while I watch his shared screen) and he signed.

You can say yes on the issue SSN card - so that when beneficiary entered in US, SS Card will be mailed to her (within 3 weeks).  If not, she will need to apply he SS Number in person.

We said No on ours, since he is aware of what was submitted.

One more question. I haven't opened the NVC application yet.

Before I open it and fill out the DS-260, DS-261, and I-864:

In terms of documents, do I only need to upload the tax transcripts, W-2s, pay stubs, and employment letter?

Is there a need to get my wife's (beneficiary) birth certificate and upload it at this time? I thought it was  required for the interview stage only.

After you pay the fees, you then, fill out the forms. After that, you upload your documents.

I'm still a bit confused. After I fill out the forms, for the NVC to "approve" and send to the embassy, you're saying that it needs the Birth Certificate and Police Certificate uploaded first?

You need to pay both fees first. After the payments are processed (takes a few days), you need to complete and submit both the DS-260 and the I-864. Once those are submitted, you need to upload all relevant documents, such as police report, birth certificate, proof of income, etc.

All of these need to be done before you case can be submitted for review by the NVC. Just submitting the forms alone will not start the process.

This the stage my wife and I are currently in.  The NVC timeline show that as of Oct 31 they were reviewing cases from Sept 8. We submitted everything on Sept 30 so we hope to hear something around Thanksgiving.
