He maintains a US residence mailing address, but lives in the Philippines

That is my situation too.  If I log in to Fidelity without using a VPN, they know where I am, and I get a screen that says something like "International Usage Agreement".

When I moved to the Philippines, I changed my address with Fidelity to my Philippines address.  I didn't know any better.  I think after about a year, I got a letter from Fidelity saying that my investments would be blocked from new purchases.  I could sell, but not buy.

After a week or two of researching options, including Schwab, called up and talked to an agent, who in an unofficial way, nicely told me that if I changed my mailing address to a U.S. address, the problem would go away.  So I did and have not had any issues, but I always use a VPN to log in.

How much it cost to call USA?

Mine is a business phone, I have to leave it

Well only text and data is free. I only call or answer calls if I am connected to WiFi (which I am most of the time) and use the WiFi calling feature on my phone which makes it free. I am not sure what the roaming charges are if I were to answer or make calls. But nowadays just use whatsapp, messenger, and so many other ones out there, just use them on the free data roaming.

A secondary option is Google voice.  It uses a US number, and all you need is WIFI or a data service.  You can choose a US number when you set it up.

I ported my cell phone number to Google Voice, and I have had no issues here in the Philippines.  No issues even with verification texts.

Yes, I have had a Google voice number for years and all my U.S. businesses have it.  I use a VPN when I call, just in case.  Technically, Google does not allow Google voice outside the U.S.

There are some businesses that will know it is not a physical mobile phone and might not accept it, but that has not impacted me on my current accounts.
