Sending one of these out by mail IS new, and something that collectively I am fairly sure no-one has heard of or experienced before on here.  

The I-94 as proof of PR status is by itself also fairly rare, and not even pictured in the carrier information guide! I've never seen one, I just know the guidance for an appointment to obtain one specifically says you have to bring photos (indeed, as referenced HERE  in the I-9 guidance for example, with "USCIS uses either an I-551 stamp or a temporary I-551 printed notation on a machine-readable immigrant visa (MRIV) to indicate temporary evidence of lawful permanent residence. Sometimes, if no foreign passport is available, USCIS will place the I-551 stamp on a Form I-94 and affix a photograph of the bearer to the form. This document is considered a receipt.." )

 

I'm also curious as to what the letter states!

We are all sick of the annual appointment merry go round for these stupid stamps so any improvement on that, however minor, is welcomed.

So lets analyze the utility of this document.  
 

I-9 work authorization: A careful reading  of various I-9 resources suggests that because you are not a non immigrant, this is useless for work.  However 
https://www.ssa.gov/forms/ss-5.pdf says   it will get you an unrestricted social security card. 

 

So this temporary I-551 while not a list A document, does give you a path to a list C document. You still need a  List B document which generally only a state DMV can issue. Speaking of which:

 

DMV There are over 50 state / territorial / district DMVs and the degree to which  each discriminate and abuse LPRs falls on spectrum. I’m not going to analyze all of them. But looking at two of the most anti LPR

state DMVs there is cause for hope in general.  
 

Texas https://www.dps.texas.gov/sites/default/files/documents/driverlicense/documents/verifyinglawfulpresence.pdf says a temporary I-551 is evidence of LPR status sufficient  get state ID.  Another part of the DPS website  says non citizens cannot get REAL ID.  
 

Washington State. My read of https://www.dol.wa.gov/driverslicense/idproof.html is that this document is useless to get you  Washington state ID except  that it does indirectly get you a social security card which I turn can be one of the documents needed to get a DL.   You need 4 B-List documents.  So typically: SS card, birth certificate, marriage certificate and one of;

* foreign DL/ID

* foreign passport 

* expired Washington state DL (which you should have had when you had a real gc) 

* out of state DL (ditto)

* nexus card 

* professional license 

* divorce decree 

 

Clearly  some LPRs in Washington State will be switching to ride share. 
 

Note Washington does not offer REAL ID to any one, including citizens. 
 

My state of residence, Arizona, which I think to be moderately abusive of LPRs, will accept this document for getting REAL ID https://apps.azdot.gov/files/mvd/mvd-forms-lib/40-5144.pdf

 

International travel. The CBP carrier information guide does say this document will let you board a flight to the USA. 

Domestic travel: Assuming REAL ID is enforced, this is  useless  for Texas and Washington LPRs. These states assume your green card will let fly fly once REAL ID is enforced. Great if you can actually get a green card. 
 

Overall this is a leap forward, and depending on your state of residence it is the total solution.

Washington is considered REAL ID compliant in the form that they have the Enhanced ID and Enhanced Driver's License, for citizens only. WA expects noncitizens to use their passports, LPR cards, EADs and so forth for federal ID purposes.

 

That being said, WA did not limit my Driver's License to the validity of my Green Card. They gave me a full validity license good from 2021 to 2027.

State Enhanced Driver’s Licenses (EDL) designated as acceptable border-crossing documents by DHS under the Western Hemisphere Travel Initiative (WHTI) are acceptable for official federal purposes (i.e., boarding a commercial aircraft, accessing a federal facility, or entering a nuclear power plant). However the existence of an EDL is not sufficient to consider the state to be in overall compliance for purpose of determining whether a federal agency may accept a state’s regular driver’s license for official purposes. For example, a federal agency could accept an EDL issued from a state but not be able to accept a standard driver’s license from that same state.

 

Washington State is not REAL ID complaint. It doesn’t matter what a DHS colored map says or what DHS says elsewhere.

I also received the 48 month extension letter, so that supercedes the temporary I-551 stamp that I had. So it all worked out in the end.
