Finalizing visa at border crossing

I have received my passport back and USA visa inside. According to US embassy gov there was supposed to be some sealed envelope that is meant for only a border patrol to open, but all I received was my passport and a piece of paper with instructions. Can I just drive to the nearest border crossing and finalize this or do I have to make an appointment? Also I was told there is one more fee of $220.00usd to be paid online? I am guessing I can do that even after I drive down to finalize!

The $220 "Green Card" fee can be paid either before or after you travel to the US.  However, a plastic green card will not be produced until:

1.  The fee has been paid and:

2.  You have entered the US via the spousal visa.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Drive down with the intention of ENTERING and MOVING to the US when you activate the visa. 

When you get to the border inform them you have a IR1 visa and are moving to the US- inform them you are not just visiting. 

It doesn't happen often but sometimes the officers don't believe Canadians are moving to the US and will not endorse the visa. 

I would also pay the $220 ASAP.
