So things are moving much faster now since the sanction on Laos was lifted.

My fiance and I finally got our interview appointment and realized we need to renew the I-134 since 2020 was a long time ago. On the new I-134 form, it says the form expires on 10/31/22. Our interview is on 11/3/22 - will this be an issue?

Not an issue.  The forms available on USCIS.gov are the most up to date editions.  Best luck for the interview.
