Except those minor children usually also have to go to school when they're not babysitting. Original post states that they want the sister-in-law and niece to help with the kids "ideally for a few years at least."  So what's the plan for the 16 year old? Full time taking care of babies or going to school in the US and taking care of the babies? Neither option is possible with a tourist visa.

Many high schoolers and even middle schoolers routinely help look after smaller children in the household in the America I know. He didn’t say he was bringing her in as a slave to be chained in the house watching his children 24x7 and not getting an education.

 

He wrote Her sister and her sisters daughter tells me reasonably  the16 years old is likely going to just be a fill-in big sister keeping an eye on the baby maybe a couple hours a weeks like it happens in many households right here in America. Her mother is also going to be here according to the proposal.

 

Pointless over-exaggerated indignation of no benefit. Much ado about nothing!

To be fair, I re-read the OP, and it seems possible that his intention is for his wife's sister to be the primary person taking care of the kids and the niece would be coming, too, and maybe helping out, sometimes.

Or OP can go the route of sending wife with children to PI so wife's sister can help out. Or even go altogether. Perhaps he can do remote work from there?

Probably, but there’s not a visa for that. He’s asking his SIL to work for them, basically.

I understand that, but I'm sure he's not thinking of it that way or realize that that's the way immigration would see it. I've helped out with my granddaughters and great -granddaughter and never thought of it as working. They're family. I get where he's coming from. He only wondered if there is a visa for it, and now he knows there isn't.
