Got my Filipina wife here to US last year on a GC and we already have 2 babies born here (1 month and 13 months). We have our hands full and are getting no sleep.

We would like to bring her sister and her sister's daughter (16) here to help with the babies.  Ideally for a few years at least.  Three questions:

What visa type would we apply for?
Who is the petitioner?  Me, the US Citizen, or my wife, the GC holder?
Is the wait time longer than getting my wife here (that was about 1.5 years)?

Not possible.

 

They can come to visit, by applying for a B2 tourist visa.  They would apply for the visa themselves.  Bear in mind,  childcare is considered work and they are not allowed to work on a B2.

 

If you want your SIL to immigrate to the US, your wife will need to become a USC and then can file a I-130 for them.  Your SIL's category will be family preference, F4. The wait for a visa in that category is about 20 years for the Philippines.

No such visa available for your SIL and her daughter to stay in the US for a few years and work as your children's carers.  At least not while your children are still babies.

 

Tourist visa is for visiting, no authorization to work.  Also, the allowed duration of stay for each entry on a tourist visa is at the discretion of CBP.  Default is 6 months, but we've seen others granted much shorter stays.

If she has parents they could probably get a tourist visa but the wait time is long for interview.

 

My good buddy who wife if from Philippines had the father come first on tourist visa and he stayed for 6 months when his daughter had a baby, and then the mother came and she had to stay for like almost a year due to Covid and not being able to go back home.

When your wife becomes a USC she can petition her Sister but you would be looking at 30 odd years

Don't you have your own family members that can help? or you may want to start looking into child/day care.

~~ Topic moved from Tourist Visas to Bringing Family Members of GC holders - the spouse is a GC holder; the intention is for the her relatives to immigrate, not visit as tourists. Friendly reminder that tourist and student visas are NOT for immigration and working ~~

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Student visa would be the quickest and easiest visa from Philipppines, US EMbassy in Manila promotes it almost daily, and the prioritize it if you file for it.

When my wife got here back here a few years ago, she had a cousin that was in Florida on a student visa, she worked at a hotel so yes it's very possible to work if you want on a student visa.

Student visa is limited to working 20 hours a week on campus, your friends and relatives  doing illegal work is not a basis for suggesting things to others on VJ.
