Hello everyone, my sister had her K1 interview in August 2021 in Islamagiven mbassy and got approved, was guven a congratulations letter and was told to pick up her passport in 2 weeks.  When she checked her status it said refused. 

 

She sent an inquiry and was told that she was in AP.

On the 19th of September 2022 she got a call from the embassy saying that they are ready to close her case and for her to send her old passports. 

After a few minutes he called back and said not to send her old passports till she hears from him again. ( The embassy has her new passport)

The last update on ceac website was September 22nd.

Nothing since. Anyone had this experience or what do y'all think is going on? Thank you

Based on other reported experiences this is normal for Islamabad.  
 

“refused” doesn’t mean denied, and it is unfortunate the state department uses “refused” instead of a status that means something 120 degrees different. Think of ”refused”  as “if you demand a decision today, the answer is deny, and if you are patient, it will eventually and probably be approved and issued.” As to when it could be days, weeks, months, years.  

 

I don’t know why they didn’t collect  your old passports at the time of interview.

Thank you for replying.. I don't know why they didn't take it either as she had it with her at the time of the interview. They never asked her for any additional documents and didn't give her a form to fill out. When they called her last month saying they are closing her case what did that mean?

A closed case is  visa issued,  deny, send the case back to USCIS. A case sent back to USCIS almost always ends up as a  deny: the approved I-129F is rescinded 
 

btw my impression is that I-129Fs  at Islamabad have a higher deny + send back rate than most other embassies.
 

Consider   the genders of the petitioner and beneficiary, what is the age gap, and   their religions. For example, IMO, a woman petitioner 10 years older than a male petitioner has a high deny rate at Islamabad.

The petitioner is a male and a 8 year age gap between them. They are Christians if it makes any difference.. well hoping for a good outcome as they have been together since 2013.

Strange more than year after the interview this is still dragging out.  The petitioner, being a U.S. citizen, does have standing and grounds to sue the department of state.
