I met my Fiance while living in China. We currently both have visas for China and will live here together for the next year. He is from Nigeria.  Is is possible for us to complete this process while staying in China and applying with the embassy in China. OR will he have to return to his home country to complete this process?

Yes it is possible to file in China provided the US embassies/consulates in China stay open from the lockdowns?

For the I-129F, Part 2, Item 62, Consular Processing Information, list the city and country China with the US embassy where your K1 beneficiary will do the K1 interview.

Why are you going K1 when you are together

K1 is most likely to take longer than a year so probably not.

The I-129F petition approval part of the process is currently taking 14.5 months, so the entire process will take closer to two years.

You could consider a CR-1 (spouse visa).  No difference in processing time, but no restrictions on working or traveling once arriving in the US.
