Book the appointment now! You’ve been waiting for close to 3 months. I wouldn’t be waiting for instructions. Santo Domingo takes US and DR holidays off. You are chancing not getting an interview before the end of the year. My suggestion would be to have done this back in late September or October. So hopefully there is still an appointment available.

Thank you last night I paid fees and tried booking but I get a message stating I’ll be contacted when my request is approved.
