How to obtain pardon?

Hello!

So my brother, when he was a teenager, tried to cross the Tijuana border with my cousins, but he left his Mexican passport/visa at my aunt's home (he was visiting from central Mexico), and they were already in line to cross. My cousins thought he could just say he was a US citizen, and he got caught. Every time he needs to renew his visa is so much trouble but he gets it, but this time they told him he qualifies for a pardon. What is the form we need to fill out or where do we start? Thank you so much for your help!!  :)

Sounds very odd

Why does he need a waiver when they renew his visa anyway?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

There is actually no waiver available for claiming to be a US citizen.

There is a actually a waiver available for a non-immigrant visa for some strange reason (although sometimes hard to get).  But, you're right -- there is no waiver available for an immigrant visa applicant with a false claim to citizenship.
