130 Pending while in US on Tourist Visa

If she doesn't have insurance it's probably best to go to her home country for it where it will be way way less expensive. Insurance for elderly alien parents is very difficult -often impossibe- to procure at reasonable prices, especially if she doesn't qualify to be added now when she needs the insurance. In my state you'd  have to wait for open enrollment if you're adding her to your insurance (if that is possible!).

 

Plus, while she's in her home country she can wrap up all those permanent ties she has there that convinced the US to allow her to enter on a tourist visa.

I don’t know what part of New York she is in but if in NYC, I would recommend going to any of the city hospitals such as Harlem Hospital, Lincoln Hospital. I worked there ten years ago and they had a lot of programs for folks that did not have insurance for various reasons. I don’t know if they still have these programs, at the time  it was not considered a public charge (don’t know about now). Many of the folks there utilizing these services were undocumented or in the process of adjustment after coming in on a tourist visa or something else 

 

another option (which is not an insurance option), is if your friend has a flexible spending account. I’ve learned you can use your flexible spending account for anyone who is your dependent even if they are not eligible for your insurance, still it’s probably a lot more money than most people have on Fsa. However I would just recommend your friend talk to the finance company of whatever hospital they will be going to, many hospitals give significant discounts for cash payments
