Courier In service confusion

Well guys I am back again seems I need your insight for every road block my parents hit in the process, so as you may be aware from my last thread my Mom ended up needing to do the sputum test which she complete on August 27th. While we waited for the test report both my Mom and Dad attended their Consulate appointment as scheduled on September 7th which was very smooth and quick, obviously my Mom's visa was refused waiting on the medical report (expected October 25th) however both my Mom and Dad were requested to provide their previous passports as well which contained a tourist visa. Here is where it gets weird both my Mom and Dad were interviewed together and they were both given only one 221g (pink form) which indicated they need to return their old passports and waiting on the medical report. Since the interview on September 7th we received a Courier In notice with my Dad's name on it on September 26th which we responded to be sending my Dads old passport via courier to the consulate and it was received at the Consulate on September 30th. My Mom has still not received any Courier In notice for her passport, however on October 5th my Mom contacted the consulate and requested a Courier In notice be sent for her case, and on October 6th we received another Courier In notice for my Dad still nothing with my Mom's name on it.

 

This is the confusion and where my question comes in is this second Courier In notice for my Mom as their cases are being processed together, even though it has my Dad's name on the Courier In notice? Should we send my Mom's old passport with this second Courier In notice? Thanks in advance for your knowledgeable insights.
