Thank you! I’m glad everything worked out for you and your husband! I’m hoping we get the same thing.

Thank you for your input. All the information about my parents employment and travel history are all stated on DS-260. My father’s police clearance shows the years he was residing in the middle east.

I am certain there are no lies on the applications that we submitted  as well as having no idea about the visa application that showed up on the embassy system.

I wish we have more info on what application they found on the system. This waiting game is killing me but I’m just hoping we get to provide whatever they need when we receive the email instructions..I’m also hoping it was just a glitch on the system 😓

I think the company that your dad was working for in the Middle East probably applied for a US visa on his behalf. Many companies in the Middle East have ties and business dealings with American companies. They sometimes send their Middle East employees to US for various reasons (training, equipment inspection etc.). Your dad might have signed those visa forms, and it is a common practice in the Middle East for the employer to keep employee passports in their custody (to prevent foreign employees from job hopping)!

refused is normal while the case goes thru AP  for additional security checks

if not approved ,  it will say "denied"

if approved, " issued"

so, don't sweat over the Refused post

But usually they keep the passport in that case. But, I agree that refused is used as a placeholder and is a terrible choice for that as it just causes unnecessary angst.

Finally done...

It is unlikely that the company could fill out a visa application for an employee (and his spouse) without the individual's knowledge, even if they had their passports.  As you indicated, at a minimum, it would require their signatures, plus a lot other information the company would likely not know.  And, I believe OP'S mother was not with the father while he was working in the Middle East, so that would not account for her having a prior application -- of course, I could have misinterpreted OP'S post.

Could it possibly be as simple as they applied for visitor/tourist visas before but thought the officer was asking about prior immigrant visa applications?  Hopefully, whatever it is will get resolved quickly.

Many companies in the Middle East have a department that handles these kinds of things for their foreign employees! Language barrier is one huge issue! It is just not bi-lingual. The local language is Arabic, then US embassy communication is in English and then the language of the foreign employee plus the language skills of the employee that works in the travel department! And in 2004 the use of translating software and computer use was very limited! I am just suggesting a scenario! 😀

In 2004 the visa applications were paper. The parents would have had to physically sign them.
