How should the interview documents be assembled?

I've read the general guidelines of no staples, use paperclips, and flexible files (if used at all) due to the small window that is between the applicant and CO. That being said, even if I divide the documents into civil documents package and AOS package, I feel it'll be difficult to find a particular paper.

US Consulate Amman asks that we send the documents through Aramex, as we're not allowed to bring anything with us. What can I do to divide the documents and make it easier for the CO to sift through?

make index cover letter with tab on the bottom / side and clip it with jumbo paper clip. if its needed, added different paper color with the title in between

How do I hold all the papers together? Everything will unravel if it's just paperclips.
