From an official USA page https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/photos.html

Taking photos of your baby or toddler

When taking a photo of your baby or toddler, no other person should be in the photo, and your child should be looking at the camera with his or her eyes open.

Tip 1:

Lay your baby on his or her back on a plain white or off-white sheet. This will ensure your baby's head is supported and provide a plain background for the photo. Make certain there are no shadows on your baby's face, especially if you take a picture from above with the baby lying down.

Tip 2:

Cover a car seat with a plain white or off-white sheet and take a picture of your child in the car seat. This will also ensure your baby’s head is supported

As @Miss1 and @arken mentioned, a passport-style photo is what you need to submit. For instance (see attached image).

Note: The image has been pixelated on purpose since it is not mine. Make sure the one you submit is high quality.

But my baby is 3weeks old, can I still be able to take a passport photo and is it still required even she is 3weeks old?

Yes. That's why they are asking for it. That's simple.

I recommend taking a colored photo of your baby and cropping it following these instructions https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/photos.html

There is a photo tool to crop it automatically. https://tsg.phototool.state.gov/photo

It doesn't matter how old your baby is, you are required to submit a passport-style photo of her.

What are the required forms  to filed or filled out for my baby, for my baby's green card petition

No new petition needed for a derivative beneficiary.  You will need to fill out the DS-260 visa application form for your baby.  Also, you will be applying for an immigrant visa, not a green card, for your baby.  GC only comes after entering the US.

I am about to naturalized so I guess it will be faster to do them separate petition, to have an interview f2A it takes about 2years, so I was thinking if I naturalized it will become faster. Whats your advice
