My fiance is going thru a third security clearance within weeks of completion of second clearance. Both prior clearances had no issue. Has anyone gone thru this? The consulate was ready to issue visa but the system requested that a third clearnce be conducted . I don't understand this process . Can someone explain please!

saw many threads about some background check even in india, esp for K1, asking for all the family details of both the parties...

One K1 from Pakistan was in AP for over one year and had repeated clearances. DOS informed his SO that they were unsure they would get the visa but low and behold last week his visa was issued and in hand and he is making plans to come to the USA. I posted in one of the threads that security clearances have expiration dates and some clear and expire before all checks are cleared so they cannot issue/ajudicate the visa until everything is cleared and current. Sorry to hear that your still stuck in AR/AP.
